You have to have an electronic identity card issued by the Belgian Government in order to register. if your eID was issued by a consulate, the certificates on your eID is not yet activated (as a precaution). You will receive a separate envelope with a PUK code and a provisional PIN. With this you can personally register at (most) consulates (by appointment) and activate the certificates and choose an individual secret PIN code. You can also do this during a visit to Belgium in the municipal administration.
